Skilled Migration and Scientific and Technical Potential of Regional Labour Markets: Evidence from the Kyrgyz Republic

Abstract

The purpose of this study was to substantiate a model for the adaptive regulation of the regional labour market aimed at preserving scientific and technical potential under conditions of increasing migration mobility. The research drew upon official statistical data for 2020–2024, a comparative analysis of regional funding for educational programmes and graduate employment outcomes, and an assessment of the extent to which qualified personnel were covered by digital verification tools.

The findings revealed marked interregional disparities. Bishkek recorded the highest level of funding (KGS 164.2 million) and the largest share of employed graduates (61.4%). In contrast, the Talas and Batken regions demonstrated significantly lower indicators: funding did not exceed KGS 31.5 million and KGS 38.9 million, respectively, while graduate employment remained at 34.5% and 36.8%. The average growth rate of digitally verified qualifications also varied substantially, ranging from 23.2% to 78.5% across regions. Bishkek again showed the highest increase, whereas Batken reached only 42.5%.

In response to these disparities, the study proposed a conceptual model integrating four key components: regional human resource forecasting, digital certification of qualifications, institutional mechanisms to stimulate mobility and return migration, and the development of knowledge transfer infrastructure. This model provides a structured framework for enhancing regional employment policy by improving the efficiency of investments in human capital and supporting the digital transformation of managerial decision-making.

The results of the study may be utilised by public authorities of the Kyrgyz Republic, regional vocational education centres, and analytical units in designing employment strategies and optimising budgetary interventions aimed at strengthening scientific and technical capacity in the context of ongoing migration dynamics.
